Toluca Lake Safety Update
Burglaries — NoHo District burglaries are down sharply year-over-year: 518 YTD last year vs. 299 YTD this year—a 48% decrease across both residential and commercial properties. Toluca Lake continues to see an even steeper drop, over 90%.
License Plate Theft — We’re seeing an uptick in license plate thefts, particularly in Toluca Lake. Thieves are targeting plates that match the make/model of their own vehicle, so the stolen plate “blends in” and masks the theft. Know the difference:
- Cold plate — stolen, but not yet reported by the owner
- Hot plate — stolen and reported. If your plate is stolen, report it immediately to the North Hollywood police station. This protects you from liability for any crimes committed using your plate.
Prevention: Locking license plate bolts make plates significantly harder to remove. Two reputable options:

CIRCLE Program Now In Our Area — The CIRCLE program—a non-emergency response for homeless individuals in crisis—has expanded to our area. Trained mental health professionals respond within 10–15 minutes to assist homeless individuals in distress. To access it, call 911 and request dispatch of the CIRCLE team.
Policy Update — Ordinance 41.18 (the ban on homeless encampments in public spaces where children are present) was repealed in CD13, voted 10–3 by the City Council. Councilmember Nazarian has stated he has no intention of overturning 41.18 in CD2.
